No "ifs, ands, or buts" refers to the sentence:

and it makes the point that the sentence portrays the belief of the Report.

Is it your position that the phrase "In ALL probability" is the equivalent of, "With total certainty -- no ifs, ands, or buts"?

Or, is it your position that there are no "ifs, ands, or buts" as to the fact that the report said, "In all probability"? (In which case, the report is saying the equivalent of "We think so, but we can't be sure.")

Yes, I do need further help here. Which is it?
