So the CIA thinks that Russia, China, North Korea, etc., will do a land business selling 'non-lethal' countermeasures and penetration aids to countries intent on countering our SDI program.... Interesting. Could this be why Russia has been relatively lukewarm about opposing Bush's accelerated SDI program? They intend to get stinking rich selling cheaper, more easily developed and deployed countermeasures to the world?
