Maybe the reason that the Russians are lukewarm about opposing SDI, is because the the Soviets repeatedly violated the ABM Treaty.

The Russians may also view SALT II as more important than the ABM Treaty...I believe that SALT II eliminates the MX system, and removes multiple warheads from remaining ICBMs. Total number of U.S. ICBMs are reduced to 500 by SALT II.

BTW. in a previous posting I stated that I thought that Patriot I's were used in Desert Storm. I have recently read that Patriot IIs were used in the Gulf War. The difference between the Patriot I's and II's were (apparently) software modifications that allowed the Patriot to go after missiles - the Patriot was designed 20 years earlier as a high altitude Surface to Air - Anti Aircraft missile.
