Bush was Governor of Texas when Enron engaging in most of their financial misdeeds. The State of Texas could not be expected to serve as a watchdog on Enron when Enron had contributed so much money to the Bush campaign. Enron wanted government to look the other way. That was the quid pro quo for the campaign contributions. Now, we see how Bush would be expected to oppose McCain-Feingold because he has benefitted so much by the present system. Later on, Bush looked the other way as President when he should have been asking the SEC to investigate. Many of the employees at Enron knew what was happening. It is reasonable to assume Bush had such knowledge.
