It might be profitable for some.
Whatever happened to those investigations into people who shorted the market right before 9/11?

When I returned to the US after working in France several years, my container was never inspected.

Same here when I returned to the UK from the USA. The packers were hell bent packing my firearms along with the furniture. Eventually I managed to hide them where they couldn't find them, but the packers still managed to illegally ship a significant amount of ammunition into the UK.

The customs people here are overworked, but I decided to fess up and made the appropriate declarations on the import forms. It was troublesome finding the offensive items and unloading them, but the UK customs guys were otherwise OK about it.

Getting caught with such items here could put you in jail for a long time.
