Consider the options each side has: The Anti-Jews: 1) Raise money. If you have oil, you sell it to a market largely consisting of allies of the Jews. If you have no oil, you beg for money from your allies, who are happy to cough up cash if you'll put up the bodies to fight their proxy war. 2) Buy weaponry and use it to, as you say, "make life so miserable & terrifying on the Jews, that all the Jews just leave". The Jews: 1) Raise money. This can come from a high-tech economy or other sources of goods and services. It can also come from begging from allies, one of whom is the world's biggest gorilla in the jungle and several who happen to create most of the demand for the oil that ultimately funds the other side. 2) Weaponry can be bought or gained as military aid from that big gorilla, who coincidentally provides most of the most-advanced weaponry in the world. And if more weaponry is needed, the Jews have the internal capacity to design, test and create it themselves. That's just for starters in defining the differences. As well, the Jews maintain possibly the best intelligence organization in the world that has previously aided the capacity to mount pre-emptive strikes knocking out enemy sites working on the production of WMD or against enemies that are poised to strike the Jews. They have maintained alliances that cut across faith-based lines and are capable of gaining help from Christians, Hindus, Buddhists and many others. The Anti-Jews have largely confined themselves to fundraising from Muslims and atheists. With the Jews holding all the advantages in money, weaponry, technology, innovation and intelligence, and with allies who can apply demand-side pressure to the funds of the Anti-Jews, it seems the answer to your question is simply: Because they can't.
