I don't believe that the Chinese had anything to do with the ABM Treaty.

I don't believe that the Chinese are part of SALT or START, which means that they are under no obligation to NOT put multiple warheads on their missiles.

I suppose if the Chinese want to have a Treaty with the United States limiting ABMs if China limits development of ICBMs, that's up to them.

It would appear you have virtually no clue what it means to "aim" a nuclear warhead.
