Rich, If the Chinese are worried about the American development of ABMs they should try to enter into a Treaty with the United States to limiting ABMs...in exchange, maybe the Chinese can stop development or deployment of long range ICBMs. IMHO, The fact that the U.S. is going to withdraw from a treaty that the Soviets repeatedly violated, shouldn't be any business of a third party (especially one that has no restrictions placed on their own conduct).
