look at the prices
Grey Davis did a bold and risky move. He locked in prices that were obviously too high. He said:
Never again will we allow out-of-state generators to threaten to turn off our lights with the flip of a switch. . . . These generators may be acting within the law. But if they're illegally gaming or manipulating the market, the Attorney General will track them down."


He broke the back of Enron and that did and will do more to ensure the long term energy future of California than anything else. Companies are going to think long and hard before they try to corner the California energy market again. Perhaps the energy costs will be renegotiated in the future.
