ted, Have it your way. I see them as statistical assumptions that are open to proof or disproof. An operating assumption that the max rate of travel is 1/100C gives quite a time difference in galaxy travel if we can travel at 100 times the speed of light. that 10,000 factor brings it into the real of doable in a few hundred years.
I expect that is why science fiction uses 'warp drives' and mechanisms to avoid inordinately long travel times
Right now since we have seen none of them there may indeed be none of them, however we have viewed such a vanishingly small % of the last few billion years that any assumption is suspect. After a million years we will have more facts.
