And I am presuming you are presuming I am presuming the military dictatorship would not have remained in place, but the truth is nobody really knows exactly what would have happened in the fullness of time, including yours truly.... Japan had a long history as a warrior nation before 1868 or so, and the military generals (bakufu) were often more powerful that the Emperor and his direct supporters.
But after the defeat and failure of Japan's military and their plans to take over Asia in WWII, it would not have been easy for them to have remained in power for very long with an ongoing blockade and the humiliation of losing of face at the hands of the Americans.... Shame was also a very strong force in Japan back then, with many committing suicide when faced with severe shame and or defeat.
