If Israel includes the "occupied territories", then I believe you're wrong because the Arabs living there aren't allowed to vote in Israeli elections.

If Israel does not include the occupied territories, then why does Israel have the right to build settlements there?

P.S. The official Israeli word, when talking about voting rights, is that the occupied territories aren't part of Israel. See, for example:

Note that the population figures given in the above link is incompatible with the West Bank or Gaza Strip being included.
