means being thrown to the dogs. I don't think I've ever said that proposed changes to Social Security means being thrown to the dogs. What it means is that seniors have to begin making important and irrevocable choices about their safetynet just at the time that they are trying to retire from some of those stresses. The joke is that the seniors most able to consider and make those choices don't tend to retire, it is those who are having difficulty seeing, and walking, and thinking who are presented with the bitter punchline.
