Pierre: In practice NO! Roaming is not supposed to be available from one market to another (except Sister City pairs). However, there have been sporadic reports by users saying that they used a Pittsburgh phone in Salt Lake City. After all, It's all Lucent equipment except for Salem, Reno, Eugene, Bosie, and Spokane (not sure about the Central California systems. And all signaling systems are standard anyway. Roaming is allowed It's kind of like Voice Mail, and Caller ID, etc. These are all functions that are built into the Switch when it is installed. So I guess the answer is officially NO at this point, but will probably be offered later on if we don't get acquired at this discount price.
