"Outreach programs" Still not sure how you equate a private citizen starting his/her own business with the "good old boy" network. Seems as you feel that when one starts a biz, they are either: a) part of the "good old boy network" (if they do it on their own?) or b) someone from the government searches them out and selects them for government business loans. How does the government find them? And isn't there "good old boy" networks in the gov't, or is that strictly a private sector thing?
