You're still dodging the question:

It is the fact that Intel cannot dictate the form of the next machines. They are starting a path where they may have to maintain compatibility with AMD designs.

How does a chip that doesn't exist and has no OS support force Intel to maintain compatibility?

You've already pointed out that Hammer will run 32-bit code, since we all know no 64 apps will be available for Hammer anyway.
