you just described what I would call unable. If economics dictate to use .13 capacity on mobile then Intel is "unable". There are rumors that intel is pushing ahead of schedule their 300mm project. If true then intel would have more than enough .13 um capacity but until then ...

If the ultimate frequency is 3 GHz by the end of the year, why not do 2.4 now, 2.6 in Q2, 2.8 in Q3 and 3.0 for Christmas? If anything, the presence of P4-2000's alongside P4-2000A's lowers demand for the former.

The should have released 2.2 and 2.4 right off the bat, with 2.4's around $700 and 2.2's around $500. I think they didn't because they can't.
