They will never cooperate, what is needed is an outside independent look from a group that cannot benefit that has a lot of military experience. Then the real problem is how to cut all the fat out of all the districts that have bloated unneeded bases and produce unneeded equipment to fight the last war. These things detract from readiness and warfighting capability. All your argument will do is make it even worse, and we will have to justify a real war or set of wars with a lot of outdated obsolete equipment. As Eisenhower said beware of the military-industrial complex and now it is more frightening than ever.
