Ben, Gvt sells that for which it has no clear title, Fails to deliver, and then refuses to refund buyer's money. If I tried something like this, I would land in jail. Clearly the younger Powell would rather screw one company, Verizon, than risk becomming the center of a political contraversy. Like a deer in the headlights or a typical bureaucrat, he will freeze up until some court tells him what to do. Always make sure that the responsibility for any unpleasantness is shared among as many people as possible untill you can plausibly deny that you did anything.
