What I meant to say was that a terrorist is in the eyes of the beholder. If your Mom, wife, child, father or brother,etc was killed in an attack of any kind then you tend not to excuse the killer just because it was a military operation. Some people accept the fate, but others become enraged and vow to "get even" in a non-rational way. The pain from the grief tends to cloud the individual's judgement. If many family members were killed then the recruiting is easier. The more violent acts that are committed, whether military or non-military, the more chances there are for someone to develop enough hate to join a suicide bomb squad.

IN this country we use the death penalty to try to vindicate violent crime. The family of the victims sometimes are allowed to watch the execution. There is a need to see the death in order to achieve satisfaction of the vengeance desire. The Arab terrorists aren't quite as "civilized" in their vindication!
