Little wonder Israel occupied the West Bank and refused to give it back

They didn't give it back to Hussein (in retrospect, a clear blunder). They did make several offers to give back all the conquered territories in exchange for a comprehensive peace.

It's not entirely clear, but there are indications that "Nasser's exhortations" to Hussein were cooked up by Israel, vis. USS Liberty.
