I don't know the answer as to which is the greater threat. My view of history is that the most paranoid do the craziest things - this would seem to be North Korea. I have visited Iran and would be surprised if there were not a lot of folks who would like to be back on the secular track of governance. They know from experience how much better things can be with more freedom. Still, Saddam seems to be on a persistant course of achieving the means to wipe out his enemies. So that brings me to a toss-up between NK (dangerous if they do act) and Iraq (proven to have the desire and guts to act) with Iran probably most capable but least inclined.
