Regarding the Washington Post article, I don't know why the Arab world should find America's reaction to 9/11 so puzzling. Having our cities attacked by Arabs generated a lot of anti-Arab feeling in this country. I don't see what there is to not understand about that.

People in the U.S. have a history of mostly ignoring foreign relations until it comes and bites us in the butt. Then we become united against our attackers. That was apparent from Pearl Harbor. Public statements of bin Laden indicated that he was somehow unaware of this element of our history. Apparently he was not the only one.
