Very cogently expressed, tb, thank you.

In practice, the policy hasn't really changed much, both because the factors driving it are quite deep-rooted

For the last two months, the policy has tilted more sharply towards Israel, but that's because Arafat has managed to run his credibility down to zero, while continuing a terrorism policy just when we're fighting a War on Terror. What a genius, no? Conversely, Sharon is seen as a trustworthy ally imo.

they have little real understanding of why U.S. policy is what it is and how it is determined, and so think changing it is simply a matter of an all-powerful president's shunning the nefarious influence of the Jewish lobby.

The Arabs have done themselves more disservice in the last century by believing their own rhetoric than all their enemies put together. Do you think they've even noticed that evangelical Protestant voters -- the President's own base -- are pro-Israel?
