I would say Mississippi or New Mexico......they don't require a permit to purchase a rifle or handgun, nor to register them, nor to license the owners, nor a permit to carry......but dang, you know what, you have to be 16 and everyone knows a sixteen year old can buy a candy bar! And I can't tell you how many states only require a permit for a handgun.......that's it. Its pitiful how lax our laws are. cnn.com ted
