Seems like a pretty limited opportunity. Why pass important bills just before adjournment? So you can play to crowd? "We passed it but that d**n Prexy just wouldn't sign it!"

Seems to me that if Congress means it, they'll pass it in time to either get it signed or force a veto- -and allow themselves time to override that veto.

You're correct it is a limited opportunity. Congress recesses a lot more often than you take vacations. And like all humans, we tend to tidy up right before we go on leave. Throw into that the friendly members [to a White House] of Congress who are more than happy to cooperate by delaying the measures if needed through procedural means.

You can look at the record of vetoes and see how often the pocket veto was used by each of the Presidents. The opportunities are there.

Some procedural gimics are very rare. There was a Bill [don't recall what it was] towards the end of the Clinton Adminis. The House approved it and the Senate approved it with a few modifications. Clinton said he would sign it. But Trent Lott didn't like the Bill. The Senate version was supposed to go back to the House. The House was expected to approve the Senate version. So Lott simply tucked it away and didn't send it to the House. There was no language in the Constitution that gave a deadline for sending it to the House. Prrocedurally, he controlled sending it to the House. IMO, a very, very small oversight on the part of the Framers, and I wouldn't even dare to criticize the Framers for missing that little loophole.
