I'm in favor sticking all implicated leadership in cells. That goes back several administrations But the guy on duty gets the responsibility of cleaning it up, or it is his mess. Taxpayers get tired of blaming the "other guy" in a blizzard of excuses when accounting scandals like this come out. The primary thing that can be done by this administration, fast is this: Full Disclosure, no exceptions, no excuses. The only limitation is for a very narrow range of technology and military issues, which are short-term, and about 1% of what is being hidden. The other 99% is hidden simply because it is potentially incriminating, and needs to be dislosed to regain credibility.
