Since little is known about Banias, I think it's premature to make that kind of prediction. My stance is that if Intel is going through the trouble of redoing the Pentium III for lower power (or especially if this is a new micro-architecture), then they would certainly be improving performance as well. Dell may have a good reason why they are supporting Banias. I am hoping that Intel gives some details on Banias at this year's Spring IDF. Then, maybe we can re-evaluate it.
