It really doesn't matter. Equality of speech is not addressed in the Constitution. Freedom of speech is. There has always been a difference in access to meeting halls, public address equipment, and the printing press, depending on available funds. There are restrictions on directly interfering with someone trying to speak or distribute flyers, otherwise, we are on our own. Making the government the arbiter of what is fair speech or press, in content or amount, has always been considered a cure worse than the disease.
