Intel used to bundle rebates to raise demand for RDRAM, since that was the only memory that the Pentium 4 originally supported. What would be the benefit of including rebates now? A Pentium 4 sold in a system with RDRAM, DDR, or SDRAM is still a Pentium 4 sold. You are way off the mark if you think otherwise.
