My point is Intel spends allot of money to direct OEM's to sell certain configs or CPU's.

pure speculation on my part here but expenses for rebates are not recurring and would not affect reported recurring income. I do not know if there are any rebates programs out there or not but potentially intel can give chips away for free and still report high earnings
