The currency is devaluing and their bank deposits above $75,000 are not going to be guaranteed after March.

This is being phased in. For the first year they can still open additional accounts at separate banks. After one year the maximum for all accounts will be $75,000. So the real crisis might not hit for another year.

Am assuming the ordinary person on the street can not buy US$'s at their local bank.

No, individuals can have foreign exchange accounts...
