QUALCOMM is playing this game because others, including Nokia and Nortel, also do vendor financing. Both Nokia and Nortel have a lot of debt that makes it more difficult to play this game. Vendor financing is a well established strategy to help start-up service providers, who tend to be short of cash initially. Additionally, QUALCOMM needs to play this game to provide incentives for service providers in new markets, which otherwise might go to the more established GSM systems.

Getch: Qualcomm does not engage in vendor financing. They have made direct investments in companies like KT Freetel and Relliance which are developing CDMA networks. This approach is much more conservative. I guess people only want Qualcomm to be a holder for US Treasureis at 2%.

In reality, the model for networks like Pegaso, Vesper, Metro PCS, Leap Wireless, Relliance has finally hit critical mass. Fixed or limited wireless telephony is a big advantage for unlimited voice plans. Soon, they will double as ISP providers.

The marekt for wireless handset accessories is very strong. Finally, we are getting equipment to support the presence of wirless phones around the house as a replacement to worthless POS cordless phones. For example, KYO and MOT are offering wireless handset cradles to rest your phone.
