when they run a telephone line bundle, it is like 200 pairs of wires. When someone goes out to install a new telephone, there is no order to what they do at each intersetion, so they just go up the ladder and start pulling out wires until they find one that works. In the process they disconnect about 25% of those already working and have to come back. without junction boxes and guidelines, the next guy that comes out to fix the disconnects just pulls out wires until he gets one that works. So after years of this, they start growing this big ball of wires coming in and out of this intersetcion point, pulling them out of hte bundle, redoing them and just letting hte wires hang out in teh air. In New Deli, where Q was installing the test systems, the intersections around teh BTS had these bundles which had been there for years and were literally 3 feet in diameter. The workers would show up there and try to get a line working and spend half a day. The person who showed me the pictures said they would see them show up on their way to work in the morning and they would still be there when they went to lunch around 1 or 2.
