You probably installed "windows installer" a while back in a service pack update for Win 98.

Here is a download site that discusses it and uses comments.

It also enables you to open msi files.
I would uninstall it since it is creating troubles for you.

Check internet options/ advanced tab and see if you have install on demand checkmarked. Uncheck it if so and let's see what happens. The default settings on ie6 is checked but that may be a workaround.
