If one accepts that God is All That Is and All That Is Not then any temporal "slice" of this infinite matrix will be perceived as a cycle of creation/destruction. Everywhere one looks one sees cyclicality and vibration on all timescales. Indeed, one may equally observe that time measures change and change is manifested as "time". As modern physics has discovered, even the "empty" vacuum is alive with ceaseless motion. Change is thus truly the only constant. In a sense, the reason one cannot say what anything "is" is because stasis is the illusion while the endless cycles of becoming/unbecoming are the reality. Does that help?
