I am saying that in this context they were being consulted for their expertise in energy issues, as part of a deliberative process in preparing the Administration's energy initiative. In that circumstance, yes, full candor and open deliberation requires a degree of discretion, and would be inhibited if it were open season on all work product.

My main argument has to do with the effect that the specter of full publicity would have on the participants. But sure, public opinion is not terribly informed, and is inherently volatile, in consequence. People go about their business, they are not in a position to study a range of issues in any depth, and therefore they are influenced by impressions gained largely through the network news or the front page of the paper. There is a reasonable fear of partisan exploitation of material taken out of context.....
