Sept 21, the day the NASD hit it's low, was the last time we saw a put to call ratio like that, according to today's Investors Business Daily (dated 2/19/02).

Back then we were in a major downturn with no uptick in sight. The market anticipated a recovery.

Now, the prospects for a "V" shaped recovery is much less and and one has to ask, what is there to look forward to given that so many stocks are priced for a significant uptick.

Retest of September lows?
