If you think that there is anyway of being sure that there are not black ops agents running amok, you are overly optimistic. The possibility is always there. The shocking thing is not that someone thought of the dirty scheme we have been discussing, but that it was military, instead of CIA, and vetted by the Joint Chiefs and the White House. The attempt to get transparency is doomed. It can only compromise legitimate intelligence matters, and drive illegitimate operations further into the shadows. There is at least a chance that chain of command will be honored, and Congressional oversight will be acknowledged, if the covert operations people are not completely defensive. You think that it matters that they use "our tax dollars". Not only is it easy to divert funds through the skimming of legitimate operations, but these people have the capability of perpetrating major heists, counterfeiting, performing industrial espionage, and other such things if they have to look for alternative funding. If you assume that there is a sophisticated black ops underworld, there is no stopping them........
