PC market in Germany:

According to c't, in 2001 overall PC sales declined 11.8% in Germany compared to 2000.

These were the market shares of the big PC vendors in 2001:

Fujitsu Siemens 21.6%
Compaq 9.3%
HP 7.4%
Dell 6.6%
Vobis 5.9%
others 49.2%

Is that what happened to the high yielding 170mm2 P4 everybody was expecting?

(that turned into the low yielding 217mm2 P4)

Is AMD even using lowK dielectric at .13µm bulk? Or will they save that for the SOI process?

Considering the short life-span of the bulk process, I would guess that any "tricky" issues would be left for the SOI version.

The LOR changes that I am aware of are at the upper levels of metal
and only affect routing (slightly). I don't expect this to affect
die size much; however, it's just another indication of how immature
the LowK process really is and integration issues. The defect density
that is being reported is abysmal ... If this were INTC, "heads would have rolled".
