It depends on what you consider "legacy". If there is a popular application that could help to sell more Itanium systems, then chances are that Intel will petition to have it ported. For 90% of "legacy" apps that have a dwindling user base and little support - these will probably not be ported. However, I don't think that will necessarily hurt the migration to the IA-64 platform. After all, there is and still will be IA-32 (perhaps with 64-bit extensions in the future).
