Yes I guess so but I think this is a fine achievement for AMD and no need to rain on their parade (today). It's more than I expected from them.

I don't think the P4 silicon at 1.5 GHz two years ago booted Windows, it just ran a MHz counter program, IIRC.

Booting win2K or Linux is very significant for the demo, if that was actually demonstrated. Overclockers know that if you can boot, you're 90% there.
