Anatel investigates Vesper Portatil

I think this is significant news for QCOM - both good and bad.

The obvious "bad" is that once again the incumbent telecoms are attempting to use their political muscle to keep CDMA out, or at least down.

The "good" news is that if Telesp Celular is doing this then Vesper's Portatil, which I believe Irwin said (in the Q1 call) is similar to the type phones planned for India's limited-mobility rollouts, must be perceived as a threat. I wonder if Telesp is worried about limited mobility coming to Brazil. Wouldn't that be a big boost to Vesper if it did? It also gives some weight to Irwin and Thronely's comments in the call that Vesper was beginning to pick up momentum.
