The prhase "re-writes history" denotes concious[sic] deception.
The rewrite of history occurred when the White House changed the report of Bush's speech from what he actually said to what they told him to say. His misspeak just showed his ignorance. The speech could be termed a rewrite or more a restatement of history at least close enough to make the "again" a valid vehicle to tie the speech with the doctored report of the speech.
