Problem is that the Senate has to pass it too and we have the do nothing Daschle jerk throwing his weight around to make sure nothing passes while the Republicans have the presidency. Has anything of import to the American people passed in the senate since Daschle was elected?

Democrat/Daschle controlled senate is a black hole for any pro business legislation. Now that Jeffords and McCain have become de facto democrats, they actually have a majority.
