Because they have ANSI-41 core networks (not GSM MAP) with cdmaOne/cdma2000 RAN's so no need to overlay a cdma RAN.

They can offer multi-mode phones at such time as they are available for international roaming.

GSM roaming deal signed with South Korean CDMA network

Belgium's Belgacom Carrier & Wholesale and South Korea's SK Telecom have signed an interconnection agreement to support roaming between the SK Telecom's CDMA network and the Belgacom Wholesale international network connecting GSM operators worldwide, where SK Telecom provides the CDMA-GSM translation.

The CDMA-GSM interconnection will enable GSM customers travelling within Korea (100,000 expected for the FIFA World Cup this June alone) to place their own SIM cards into “intelligent” mobile handsets provided on a rental basis by SK Telecom and receive continuity of services (same phone number, voice mail, etc) just as they would enjoy travelling across any other GSM network. Conversely, SK Telecom customers travelling abroad can roam over GSM networks with their own phone number and related services.

Through the CDMA-GSM interconnection, Belgacom Wholesale provides the SCCP transfer service necessary to route subscriber data and exchange messages while roaming across different GSM operator networks worldwide. The data is sent via the Belgacom Presence network with Points of Presence (PoPs) across Asia, Europe, and the US to and from any of over 280 partner GSM operator networks worldwide.
