Oh my english: "first try negative" was intended to read as "first try at improving the immigration failed" - the law stipulated things like lowering the age for kids joining their parents working in Germany and such. I dont know exactly the reasons, why it got killed by the opposition. Re migratory patterns in Europe - if you look at the nationalities of the (poor sobs of) illegals, you have predominantly middle east - Kurds, Kaukasians for instance -. Maghreb too... Also, big waves of Albanians, at least until some time ago (Kosovo, narrow Albania). Less of Rumania and parts of former USSR. Italy for instance is thinking of hiring Albanians for their armed forces (!). The reason is obvious - not enough young men of the right age, and among then even less of them ready to learn different ways and means of dying for their country.
