The commitment from the family that goes private is what makes the biggest difference for the student attending private school. I'm convinced it is purely cultural. The public schools have great resources including good teachers. The commitment from students and families is not there in the public sector.

The Lutherans are not top heavy with bureaucrats and probably have a young, committed teaching staff. Those things save on costs. Additionally, they are able to impose discipline to a greater degree than public schools, and have parents who are more actively involved in their children's education. This accounts for a lot of the academic achievement. Finally, they probably concentrate on basic facts and skills, instead of wasting time with faddish, age inappropriate junk, like trying to teach "critical thinking".......
