Not necessarily, the Fed has regular and normal obligations in conjunction with whatever efforts they make towards the goal of loosening credit to ease the economy out of recession/depression. You have to subtract those operations which are part of the normal functions to see those efforts which are an attempt to manipulate the economy. The injections around September 11th were very much a part of their normal operation (in an abnormal situation). What isn't entirely clear is how much their operations now are manipulative and how much are normal. It would be disingenuous to dismiss them ALL as manipulative, even if that's the current consensus on the thread here.

and for people to take equity out of their homes. earnings and equity values are irrelevant. it's cash flow. like GM, borrow more to buy down your expenses.
