It's pretty clear to me that the numbers compare to the equivalently numbered Intel desktop chip. But AMD can't really say that 'cause there'd be a brouhaha. So they have to sort of pretend they're comparing it to something else -- like one of their own chips.

They can pick out any of their own chips and say it's YO much faster, and is therefore a 2000+. Compare it to a K6-200. No problem, except that everybody knows the 2000+ really *HAS* to be referencing the most recent Intel 2000MHz desktop chip.(or whatever) They just can't say it is. Gotta add that extra layer of indirection programmers love!
